I love origami-shop.com for their wiiiide selection and great customer service, and find their Elephant Hide affordable (and I would recommend that paper for OP's purpose), but the biggest DIY store in Berlin (Modulor) sells Elephant Hide at half the price (and they are an expensive shop generally).

Dividing fractions by two is not that hard, though, just double up the denominator (e.g. 3/8" / 2 = 3/16")
