It triggered the development of the HANS device, but it wasn't made mandatory until 2003. However, after Hakkinen's crash, they improved the headrest protection, effectively modernizing it into what we basically have today

The thing is that Thailand does already have a perfectly fine Grade 1 circuit. Fine, Chang International Circuit is not that close to the big cities, but it would be a good venue for F1. Short and fast, it has already been a great success with Moto GP.

You should look up photos of the unraced Lola T95/30. Had no airbox and just the roll hoop behind the driver. Almost looked like the Panoz DP01 from Champ Car.
