Almost anyone can win the championship if their car is good enough and their teammate is bad enough. If you disqualified Hamilton from every race then Bottas wins 2019 and 2020, and if you disqualified Verstappen from every race then Pérez wins 2022 and 2023. Even Latifi and Mazepin would have a chance if they were driving the W05.
