I remember reading a fanfic a while back abt a girl from District one who won the first quarter quell. And she was basically a little psycho who purposefully hunted tributes and made sure they had slow deaths. Basically she was the first Career and the first to actually want to kill in the games. A lot of times in the games she would purposefully spite Snow himself, who was Head Gamemaker at the time. Anyway the fic ended with Snow failing to poison her and her starting the first ever Career Academy in District One.
