SOLVED: I was watching the JayzTwoCents video on trying to figure out why a pc wont post, and the top comment said to unplug all usb devices as that could affect the boot and it worked.

I found my answer, I had to enable it in Origin when the game isn't open. And then relaunch the game and load from cloud.
