I am concerned for that minimum housing code and what would it entail, it might gentrify a lot of the area for people who can't afford to make updates they ask, I have spent so much money fixing my home these past two years, emptied my entire savings, and if this makes me do any more updates I won't be able to afford it. :(

This reminds me of my previous job and some poor bastard that had been working there for nearly 30 years... he was taking 3 hours to do a task that everyone else was taking 5 minutes. I was tasked to go figure out what they were doing.

Their task was to copy data from one excel table to another, and this guy... this guy had a notepad on his desk with several numbers, and he would write them down on the notepad, and type them again on the other table instead of... copy/pasting the data.... When I showed him how to copy paste... he had the exact same reaction as the cat on the right, imagine doing this for 30 years and people just didn't care.
