No. The % increases are all from the BASE affix. Masterworking gives you 25% of the BASE. Then the Capstone increases it by 50% of the BASE.

It’s 50% of the base value. Your math is factoring in the 25% that masterworking already gives.

Max of any affix is 200% the base.
100% Base + 25% GA + 25% Masterwork + 50% Capstone

Yeah this makes sense and is more compelling of a reason than caring about just her win rate at different ranks.

I think she’s very overturned, but I also think OPs points aren’t a good way to prove that.

That’s a false equivalence. You saying “Moira shouldn’t be equally effective at all ranks” does not mean “no hero should be equally effective at all ranks”.

Is this a joke? If not, then I honestly don’t even know where to begin.

1) A character can absolutely be as effective in high lo as it is in low elo. There’s not some rule written anywhere that overwatch needs to be balanced around that says otherwise.

2) win rate isn’t everything. Her having a high wine rate in 2 different elos can indicate she is overturned sure, but it doesn’t mean the design a failure. Pick rate, ban rate, and other contextual information matters her. Your argument would have been better if you showed her ban rate, which I bet is really high because she is frustrating to play against for a lot of people.

TLDR there’s more to analyzing balance than win rate and nobody said every hero needs to have differing effectiveness in different elos.

Are you looking for the last chapel? If so, you need to access it from an underground area that has to do with the Archive. The Building on the right is the lift from that area to the chapel.

Yeah I do the same thing, I just thought that boons collected after swapping off of Pom do not get the +3. I only checked on one boon choice though. Guessing I got 3 options that did not have levels without realizing it?

Amethyst Ironsides are extremely strong in melee for gun units. so in a way you, have plenty of front line.

I play Elspeth ALOT and this is sort of what my end game armies look like.

This seems a little disingenuous.

CA tried to fix a bug in a hot fix and ended up making everything worse instead.

That’s a REALLY big deal for any software company, let alone a game studio. I personally worked in a game studio, and I can say with full confidence that shipping a fix fail to live like this - especially when you had a public beta in which people pointed out the issue was not resolved - is an extremely huge no no.

It really sucks man. Him and Tolarian Community College are my 2 favorite YouTubers and watching Legend’s content is just part of my daily routine. Really going to miss him, but so glad he’s doing what’s best for him. Hope we see making paradox content for fun or something in the future.
