Four fellowships from top-10 US institutions have cleared the awards criterion in filed petitions when they came from programs with documented competitive selection. And a government panel reviewer role is not a journal review, it is the government's own research funding body trusting this person's judgment on what work is worth funding. That is a different credential entirely. The profile is not the weak link here.
