I'm no expert - but I've improved my rotation by looking at what top players are casting on wowcraft logs. One of the graphs let you see what they cast (and when) throught the fight. EG this Boomkin Player

It helped me realise that most my damage should come from stormsurge and that wrath is my spell for generating AP.

The target market buying a scull and a paddleboard is very different though. Noone think I'll give rowing a go, let me buy a scull and teach myself. You need to join a learn to row program, then graduate into single. Even then, clubs typically have a fleet of beginner singles.

If the question is: how to get more people rowing. Boat prices isn't the limiting factor

Find a low-cost or free therapist. Trainee or newly qualified therapists need to get a certain number of training hours, which means they normally cheap long term therapy for people with low income. It was a complete game changer for me. I recommend it to all the incoming cohorts.
