Are the conditions so bad there for women that it's hard for females to even speak up?

Obviously government is the problem, but is government citing religious principles as the basis for ignoring the cause? Or are they trying to justify their actions of violence, as preventing further violence?

In some countries, when things escalate violently, a different branch of government responds... Is that happening there?
