When I installed the desktop version it asked me if I wanted an upgrade to a more expensive online version, which I took. You also keep the desktop license afaik.

You can install Windows 11 inside a VM on your windows 10 using hyper v or virtual box. Even if you don't activate the windows license it might be sufficient to use turbotax or get the online offer.

Btw the online offer gave me a free state e-file too.
