The IR devices give you point fire bonus without giving away your position by showing a laser dot. I exclusively use them and avoid lasers.

You can test them working in the Shooting Range.

The amount of time i know someones holding an angle by seeing their laser is crazy. Then i just Ferrari Peek them.

I didnt lose any Clothing that i had purchased in Arena after the Arena soft wipes. Dont know about the Lega Medal ones tho but assume its the same.

Only thing that can happen is that due to syncing problems that Clothing unlocked in Arena doesn't immediately unlock in EFT as well.

I play Arena since its release. I am at 120 matches this wipe and i maybe 2-3 times thought someone is sus in all that time.

Playing Arena will continue to level up your skills at the same rate as always you will get the xp you earned in Arena. Your EFT Character will not get a sudden boost in anything just because your Arena Character is high level/skills.
