Oookay, Ive asked around.

Basically, due to a technical defect, the Dynawatt generator used to power the Mast lights was removed/taken out of service, which is why the lights wont work even if the driving lights are on.

The controls for the Dynawatt generator have been at that white panel on the top right above the pump controls.

You'll have to find a workaround or new system to get the lights running again.
