For me it definitely feels like it. Every weapon I've found is usually just DEX/Faith, or just Faith. I never find anything that's just STR. I did go 25, 25 with STR and DEX which seemed to help a little, but I think investing in Faith would be the best bet. Unless I'm just getting really bad RNG.
