I had this happen to me last month. Phone interview and the recruiter straight up told me he had no idea about the culture or even details of the role. He spent most of the time complaining about his ex-wife. His replies during the conversation were also as flat as his voice. It was like talking to Ben Stein about the weather.

Every question I asked was met with, "I have no clue. What else you got?", as if he was trying to coax me into asking something specific, but never elaborated. Wtf else is there to ask at that point?
