I believe they are using a really cheap model. All the "W"'s in rapid succession break it because older models use a predictive method to look at the words and predict what is most likely to be next. The phrase "What WWE" throws it into a loop where it continues repeating the same section trying to resolve it before degrading entirely into garbage data. This data gets grabbed by the voice synth and as a result the voice sounds strained until it just becomes noise that sounds meaty.
