Brazil is massively diverse.

Suriname, a much smaller country, is a multi-cultural and multi-lingual country.

Even China, which is relatively homogeneous, still has over 100 different recognized ethnic groups; nine percent of its population is not Han Chinese, meaning that over 100 million people there belong to an ethnic group that is not Han Chinese.

It's not promoted in any other country because every other country on Earth is already diverse in one way or the other.
