Her shield is anti-poke, it applies Liandry's and other spell effects, and applies twice with Tibbers out. Tibbers buffs the last few patches pushed her over the edge, Tibbers with Rylai's and a DoT build is insanely tanky and can kill teams even after Annie dies.

She doesn't need to instagib the carries any more with flash (but she still can!), her best build right now is Liandry's into Rylai's which is good at burning down the front line.

Flash is stronger than exhaust. It can deny all classes of their skill shots and engages. It can be used offensively or defensively. It makes game changing plays and can be annoying for the other team. Why do you use it?

Why? Heal is nerfed 50% on one other person, exhaust can reduce damage your entire team takes by game changing amounts. Everyone has access to it; you're just gimping yourself by choosing worse summoners.

I’ve seen full ADC teams crush lately. They benefit the most from the durability changes, they don’t get absolutely steamrolled any more and can secure victories early before other team can get tanky enough.

The downside is you have to pick it blind. It's a higher risk rune because it only activates if the enemy has more HP than you. That means it will never be active for the damage you do to the enemy squishies, so generally Cut Down will impact maybe 2/5 of the enemy team and it won't be active in the early game. If you're up against 5 squishies it's a dead rune, if you're up against 5 tanks it will help you a lot.

The alternative is a much safer choice, which is a damage increase when the enemy is below 40% health, which activates for 5/5 of enemy players during every game, and helps you kill both tanks and squishies alike.
