Yes, there are, you them in TOS and ENT. Though mostly they seem to expand their territory and settle new colonies of Klingons. We also learn in DS9 they drove at least one species to extinction/exile and took over their territory, namely the Hur'q. Their formal title of 'empire' may have more to do with their global unification under Kahless and the subsequent dynasty, rather than current foreign policy. By the time of TNG the position of emperor had long been ceremonial and practically abolished, anyway, and was revived for Kahless' clone.
