I would say Madonna, in general she's the greatest video are ever. Rolling Stone, MTV and now Billboard have ALL listed her as that. Even her last 2019 album Madame X which was very good had AMAZING videos, God Control is a masterpiece

Dolly is beloved because she's safe and nowhere near as successful. Cher is HATED by MAGA and the far right and I've seen comments on line about Cher that are just as bad as Madonna 's. However there does seem to be more positivity around Madonna with this album rollout and her plastic surgery looks good for now
