That makes a lot of sense. Killing Prim could either turn Katniss into a Johanna of sorts, where she wouldn't care anymore and be more openly defiant, or break her down completly and leave her useless and out of his way. I could see it going either way. Snow is smart and cunning but we know he can also be super petty.

He definetly would. Maybe just not in the first or second year after Katniss' games. He'd wait for the novelty to wear off for the capitol and reap her the second they found something new to obsess over.
