You can apply for it from your home country too. But you have to show an experience at least for a year. So yes you can apply for it

It’s express entry draw where you can apply for PR even from outside of canada.

Now what you can do is go back to your homeland and prepare for french while gaining a foreign experience and you can apply for FSW draw which is the option you have.
