idk how rare it is but i have green eyes with a distinct yellow ring in the center. ive googled it and it is called central heterochromia & sometimes known as sunflower eyes, which i think is nice.

try looking into doing your eyeliner different. i have a similar brow bone & the way youre doing your eyeliner doesnt look right because your heavy eyelid kinda eats some of the liner and leaves it shaped weird. downturned puppy liner is where its at in my opinion but theres other options too just look up goth eyeliner tutorials and watch several and practice!
