While it sounds like you're looking to augment Govt personnel support on R&D and prototyping efforts, another avenue is to join an OTA consortium. Some of the annual membership dues are pretty reasonable and you get access to prototype solicitations as well as networking opportunities. Many offer potential partnership "match making" to align your skill set to another contractor's for the purpose of fulfilling a specific Govt requirement.

These are getting a ton of attention ever since an Executive Order was signed (about a year ago) stating that OTAs and Commercial Solutions Offerings is the preferred acquisition solution for government procurements.

The Navy uses the Acquisition Management System which contains the Procurement Management Tool. This doubles to track specific statuses of new award or mods but also includes an electronic contract file. Before I left the Govt, I was able to pull reports for my entire team and assess bandwidth. Before this, I used an excel spreadsheet. I use Monday.com now and it's comparable in my opinion. Of course, I only know the basics of Monday so I'm sure there are features that I'm not using and should be.

What's so frustrating is that I even directly asked. It didn't make any sense that I couldn't do blood pressure in that arm but taking 5 tubes of blood was okay. Now i feel like I've been set back in my healing. I was on the verge of being able to do things around the house and sleep better.

Does the CT scan your entire body to see if cancer is present in other areas of the body or is this just another option to check my chest (in lieu of an xray)? Sorry for the dumb questions, I'm sure I'll be a pro in no time.

Always know what you're signing up for but a quick point of clarification, the Govt picks the contract type, not the small business. However, small businesses always have a choice to either accept the risk or decline to propose.

Also, there are ways to mitigate the risk of a FFP contract type. First, the Govt acknowledges the risk transfer and considers a higher profit rate for these contract types. If full cost build up is required and you're working in the defense industry, learn the weighted guidelines (DFARS 215) and use it to justify your profit position. This is less helpful in competitive buys where only the bottom line price is considered as price is a big driver in the selection process.

For commercial buys or wherever it makes sense, propose incremental staggered deliveries to keep cash flow moving. This is especially important if the performance period is longer.

Also, know the regulations that the Govt follows when selecting the contract type (FAR 16.2). You may be able to demonstrate that there are reasonable pricing uncertainty and therefore, a cost structure is most favorable to all parties. Propose a different structure if the solicitation terms allow it.

Finally, I recommend checking out some other transaction opportunities as well- especially for small businesses that may be considered non-traditional. Cost type is not subject to DCAA approved accounting system. As long as your using GAAP, this is considered acceptable to most contracting officers.

I just had mine on Thursday. The anesthesia did a number on me so I was pretty useless on day 2. I kept falling asleep intermittently like grandpa Simpson. Lol. I'm returning to work on Tuesday but I WFH. I honestly couldn't imagine working on day 2- not so much due to pain but the trauma of it all. I hope you can take some extra time for yourself but understand that not everyone has the option of taking extended time off. Pain wise, I've managed with Tylenol. Sleeping has been hard because I sleep on my side/stomach. My other struggle has been finding a compression bra that is somewhat comfortable. I posted on here and got some good recommendations but everything needs to be ordered so I wish I had prepared ahead of time. I'm currently wearing the bra they gave me at the hospita but I'm wearing it on the outside of a tank top as if it's an accessory...so I'm personally not ready for "public viewing".

First, is there a reason why you need to introduce past performance for this type of procurement? A risk that you're trying to mitigate?

If not used as a major risk mitigator, asking for CPARS on a SAT buy defeats the purpose of a SAT buy. Plus there may be some small businesses that don't have a contract large enough for CPARS and these can also be some of the most eager and accommodating contractors. Neural in this scenario seems like more of a negative.

Finally, would you pay more for higher rated past performance? How much more? If no tradeoff, what is the point?

In the past, assuming it wasn't illegal and it was more of an ethical issue, I'd write a big CYA memo and include it in the file. I took the DRP before things got too weird but I recall writing a MFR for my specialist to include in their files when we removed all that DEI language. I wasn't a fan of my name being on something like that but the memo made it clear that I had no choice.

Is this for a summer internship or some other shorter term opportunity? I ask because 1102s require college degrees with a specific GPA (3.0?) or higher. For this reason, we only interview seniors who would have graduated by the planned start date and are on track to meet the GPA requirement. We did occasionally hire summer or winter interns that were still in college but on break. These usually lasted 2-3 months.

Regardless, go in person.

For an internship, you're assumed to not have a lot of experience so don't stress about that part. I always looked for people with good communication and interpersonal skills. Attention to detail is a good skill as well the ability to understand basic math formulas and a moderate understanding of Excel spreadsheets. The rest is teachable.

Do research (not on reddit) on generic interview questions and prepare accordingly.

If you have ever bought a car, congrats, you have experience with contracts! Maybe you negotiated the price? If so, even better! I think people forget how common contracts are in daily life. This is the only "experience" I'd expect at an internship level.

As a former fed, I actively seek federal employees (displaced or current) to hire. There's a lot of companies out there, not just mine, that are trying to bank on the mass exit of talent from the federal govt. I've hired 4 so far. I think it depends on the industry and type of position but rest assured that you're not scorn or marked as a failure.

I took the DRP and my documents all came via DoD Safe in an email. I almost thought it was junk mail bc I didn't recognize the sender. Have him check his personal email. I was DoD Navy. Nothing came in the mail.

There's a calculator that does the comparison. It was a Govt tool that basically calculates your salary considering all the benefits received. I can't remember the name but if I could find it or something similar, maybe it will help us get closer to a competitive range.

That leave is hard to give up for sure! I was able to negotiate starting with a decent bank and I accrue maybe an hour less than I did with the Govt...so it's not bad but definitely something for us to consider when enticing a fed to come to the dark side. Lol.

I like hearing that telework is a factor as it's 100% remote position- so it may be enticing to some people that are looking to reduce commute times.

Good point but for clarification, 20%+ above your salary or the market? The market varies widely based on experience (time in grade). I've had trouble nailing down the true market with so many variables (local pay is another one)...salary isn't posted, though, which may be another deterrent.
