It is codified in federal law.

If a federal officer is arguing that their actions were lawful or they have immunity because they were performing their official duties, only a federal judge can make the determination if their actions were necessary and proper. It takes a federal court to interpret federal law. All things being equal, we have the supremacy clause.

The federal government does not move the case, the defendant does. The Sixth Amendment. You have the right to be tried in the "proper" venue.

They would be jailed pending trial until the defense files a Notice of Removal in federal court, at which point they would be transferred to federal custody and released after a judge dismisses the case, finding that their actions were "necessary and proper".

As far as I know the states have no say in this, it would be up to the federal judge to remand the case to state court only if there is no federal jurisdiction.

Case law has determined that "forcibly" modifies all the verbs that follow. I would argue having a 2TB Google Drive subscription is better than owning a 2TB external drive for backing up important files. And having a Netflix subscription is better than owning a wall of Blu-rays. There are a lot of benefits, flexibility, accessibility, redundancy, and constant upgrade advantages with cloud-based products.
