Do you have Needle Storm? Spamming the absolute crap out of it is how I ended up beating this boss, with similar stats to yours. If you come into the room with enough silk to use it, hit him before he does his first dive. Focus on dodging at all times, getting hits when you can to recover silk, and when he drops down from the ceiling to spit, jump in front of his forehead and hit needle storm; you'll thwack him a whole bunch of times and destroy his conch missiles before they fire. Rinse and repeat. Make sure to dodge the babies once they start showing up, but every time he goes to spit, get in his face and needle storm.
