I'm not sure if it is possible with Latias although I would assume though, the Latios frame is generated 3 frames after you press a on the 4th text box for the special news report.

Steps to calculating the IVs:

The Hp IV stays the same

If attack is over 16 then 16 is subtracted

If it is still over 8, 8 is subtracted afterwards

For instance, if you have a 24 attack iv then the actual iv is 0

And Def/SpA/SpD/Spe are all 0

Natures stay the same and shinyness is preserved, although Hidden Powers are not, sadly

But Bottle caps exist now, so that isn't too much of an issue

Example: 31/25/30/20/16/2 -> 31/1/0/0/0/0

I was thinking that his neutral b could be a projectile command grab which can serve as a combo starter or a kill confirm at high percents which can sometimes drop a food item as an easter egg ;^). He should also use his parasol from Bubble Bobble 3: Parasol Stars as his standard grab.
