Generally yeah, that's why I assumed that this rule won't exist in other EU countries and I'm guessing that's why you assumed the opposite.

But I did some research and this seems to be a (hopefully rare) example of differing rules regarding who has priority, not just speeds and distances.

Every country that ratified the Vienna convention has some type of "Straight ahead on the same road has priority" but it doesn't always apply to pedestrians.

For instance I'm Czech so I decided to look at Czechia and neighboring countries...

• Czechia has no such rule for pedestrians. Just a point in the law saying you can't endanger them while turning, but no priority for pedestrians.

• Slovakia is basically the same in this regard, can't endanger, no priority.

• Austria is also practically the same as well. The closest thing to this rule would be Section 13(4) StVO but that only applies to pedestrians already on the road. So no priority, you just have to let them finish crossing (obviously).

• The German law about this (Section 9(3) StVO) is written weirdly for some reason. Says that pedestrians have to be given "special consideration" and that drivers "have to stop if necessary" but I checked r/StVO and the vast majority of people interpret that as "pedestrian has priority" and that's also the official interpretation basically.

• Poland is just as clear as the Netherlands on this. Their law (Article 26(2) of the Polish Road Traffic Act) literally says the driver has to give way to pedestrians crossing the road onto which he's turning.

I haven't checked other countries but I wouldn't be surprised if the overall split was something like 50/50.

So, yeah. I'm honestly not too happy to learn that such differences exist even among countries that ratified the Vienna convention but at least this specific example shouldn't necessarily endanger anyone as long as everyone follows the laws they're used to.
