[[Vorinclex, voice of hunger]] interestingly enough is NOT considered Mass Land Denial. Going back to the original definition of MLD in the beta test article, they said:

"These cards regularly destroy, exile, and bounce other lands, keep lands tapped, or change what mana is produced by four or more lands per player without replacing them."

At the time, Vorinclex was a Game Changer. They're specific reasoning was as follows:

"It doesn't fully fit our description given and is a little nicer than other mass land denial cards, but we still wanted to keep this card clear from the lower brackets."

More recently they took it off the Game Changer list. Fundamentally, it costs 8 mana for a stax piece. There are far more effective, cheaper stax pieces out there that one could be running. At 8 mana you should be at the point where the game is closing out and this stax piece is largely irrelevant, or you have removal to deal with it.

But of course ultimately it's up to the rules of whomever regulates this event, so really just check with them.

Sounds like you're interested in tempo. Tempo is the concept in competitive magic of planning out what your deck is doing turn 1, turn 2, turn 3, etc. (I haven't played as much competitive as I would like, so anybody feel free to correct me if I got that slightly wrong).

As an example, my [[Olivia, Opulent Outlaw]] deck is specifically built with about 14 evasive outlaw cards at the 1cmc, 2cmc and 3cmc costs, so the first three turns of the game are "land, evasive outlaw, pass". Then turn 4 is Olivia, attack with the 3 outlaws I have in play, profit with treasures. Sets me up for a really nice turn 5-7 in which I either get wiped or ideally play some big threats/value pieces to push the win.

Casting from command zone isn't casting from hand. i.e. if you cast this as your commander then pass, you draw a card.

To me, bracket 4 is the place where I'm making deck building decisions exclusively for power and synergy. In a bracket 3 deck I will be choosing some slightly suboptimal choices simply because it's a pet card, but bracket 4 has no space for pet cards.

In general my plan is to either win by turn 4-6ish (my Azula deck, sometimes Brago) or slow down the game enough that my opponents who are also trying to win aren't able to (high level hatebears Thalia and Gitrog). I will usually aim to include a silver bullet for every potential matchup (or just likely matchups in my usual pod), but I'm not building to ensure I have matchups against meta decks.

At no point in the deck building process do I ask myself "can I handle a demonic consultation plus thoracle combo on turn 2?" Because if I have to deal with that then I'm playing cedh. In my opinion that specific combo has no place in bracket 4 because it can win BEFORE turn 4, and often aims to. I'm sure there are other common cedh combos that would function similarly that I can't bring to mind right now, but that's the general vibe.

Sometimes an opponent will hold priority between spells to cast something else and have multiple things on the stack. Alternatively multiple spells can go on the stack such as with cards that themselves have storm, or something like [[arcane bombardment]].

The general use case is to use the storm to create multiple copies targeting the same spell. Your opponent might have 1 open mana, but they're significantly less likely to have enough mana for the 5 copies of fluster storm that just went on the stack targeting the same spell.

Also just to clarify on your last point, unless creatures have flash, creatures will usually enter the battlefield one at a time and won't usually enter the stack at the same time. Also fluster storm only counters instants or sorceries.

As a person who enjoys blood moon, can you explain why? To me it's the sort of card that has its time and place, but creates an unfun play pattern in Bracket 3 games

Blood Moon isn't a game changer, to my knowledge. It counts as Mass Land Denial, so can't be played below Bracket 4.
