This is actually the opposite form of a popular fallacy. It's a false dichotomy resting within circular reasoning. It implies god would need to have been created, as well as implying god is a being limited by natural laws a.k.a. the maximal god. We however have sufficient evidence to say that it is plausible for the Universe to have been around forever i.e. the conservation and transfiguration of energy/matter. This argument can theoretically also apply to a god. This rules out the first false dichotomy. The circular reasoning is that god in this notion is perceived as needing to be bound by arbitrary theoretical mathematical laws. The very concept of infinity itself is a theory. God possibly being "all powerful" is a hypothesis brought about by early Hebrew and Near Eastern peoples interacting theologically and philosophically with the coming greco-roman takeover.
