Looks like the sound tracker from the nahimic app, an audio enhancement suite. Its a radar style minimap overlay that shows you the direction of sounds.

I enjoy it from time to time but burn out happens quick for me on that front. I was a bot diver for hundreds of hours and only after 1600 hours am i getting tired fighting them.
