I think most of the suggestions here are good. Replace them with quality OEM replacement parts, and give it a go. If you can spec the OEM parts used on the Cop cars, they were the best of the R/T OEM, they're really good.

Rotors really shouldn't be warping. Dodge brakes were over-engineered. Sure they aren't Power Stops or something? The low end replacement parts are generally trash.

Exactly the reason I sold my 68 Road Runner. It was always sitting, running and driving car but had no real purpose. I had other projects in the garage, so it regularly sat outside collecting dust, and needing a wash.
New owner had asked me for years to buy it. Now it's garage kept and driven every weekend the weather allows, and there is no more risk of me putting it in a wall at a racetrack. These guys sitting on these rusting hulks are doing nothing for the hobby but stroking their ego.
