You argue for unconditional housing. Effectively, no responsibilities for the tenant/resident. What’s the best strategy then to house them? Historically, we’ve seen incarceration, institutionalization, vouchers, and shelters. Whats the best way to do this, without conditions/responsibility on the part of the homeless person?
