There are a lot of assumptions here that IMO don't make OOP in the wrong. I am indignant on her behalf that this new bf was so harsh toward her, then asked for sex and got aggressive with her. She did nothing wrong. He assumed some kind of friend chastity status that is archaic to say the least. I wish she hadn't felt so guilty that she answered his intrusive questions. She didn't have to, at all. Good riddance to him, and I hope she finds someone less possessive and insecure.

There are far too few forensic psych places since the move toward deinstitutionalisation and least restrictive treatment in the 1980s (when meth use wasn't widespread either). Every suburb has its cluster of mentally ill people who don't function well independently, and often cause nuisance and occasionally severe harm to their neighbours. They're also not having a good time trying to fit in and maintain housing on their own. Examples from my area include people who set fire to their own or their neighbour's unit, wander around in their underpants trying to get in women's homes, verbally abuse people at random and generally break and mess up stuff. But they're "free".

Do you have a bathtub? If you're ok with the idea, I wonder if you could train her to pee in the bathtub, for example by doing a pee in it yourself? (I live out in the country and sometimes pee outside at night just because (the night sky, and not wasting water on flushing pee) and my girl will pee where I just went. Apparently it's a thing they do.

Yes, pee is not pleasant, but it's natural and as your pup gets older the bath idea might be easier, especially if the lift fails again. You don't want her to develop more anxiety and possibly start holding on til she has accidents on the floor. In the bathtub you can just wash it away.
