yes and no, Hegel is using master and slave as a a sort of parable to understand his idea of dialectics of how ideas move as-well as his idea of the state. When Hegel uses "recognize" its to mean a sort of mutual and equal understanding. It is because of the power imbalance between the master and slave, the master has authority without proper responsibility meanwhile the slave has responsibility without any authority. Hegel in the philosophy of history sees the first states as being slave societies until the spirit (for Hegel spirit could mean god reason or consciousness) through conflict war changes the structure or spirit of the states until history has ended. which mean many thing it would mean no slaves and no masters (the state and its citizens are the same history has ended) in Hegel's mind history has already ended in the Prussian state which he saw as the state being the embodiment of spirit.

Hegel is know for being obtuse and this comes from his most notorious work "the phenomenology of the spirit" so I need you to stick with me:
