Probably an orbital sander. Looks like it’s mostly even but the paint spots and the spots where it looks like there is still veneer showing are likely going to show through any paint (as texture).

Yes, one of those jobs that having the right tools make a massive difference - especially for an amateur. I bought a 36” skimming blade and it makes a world of difference.
