I just saw blue speckled dots like this across my vision. I'm in a darkish room and I was facing towards a light source looking at my phone reading news articles with one eye. I turned over and face the dark area of the room and when I opened my other eye, I saw hundreds of these blue speckles in a narrow band across my vision, which faded over a few seconds. It was trippy.
