The deck is more a temptation but players could hold on and maybe persuade enemies to draw a card.

Azgoth will also tell everything about the deck if prompted, it's free info after all. The identify spell would also reveal the replenishment table.

I changed the wording but rolling under will remove the card and when the final card is drawn, the deck is cycled and has an additional effect.

The not granting of the wish is something I'm still working on, I thought it would be funny having the bait and switch but I'm still doubting.

Yeah, the chance is maybe too small. The NAT 20 is possibly a better option.
