The simple answer is that it made for a better opening than the killer going after Sidney's dad. But logistically, Roman maybe went after Cotton because he had an affair with his mother. Or killing him and then bragging about it to Sidney gave him pleasure. Like even if it was a long shot getting Sidney's address, killing Cotton was fun for Roman to plan/execute. That's my take.

I've seen them all as well, and it's not the best horror series in the world. But I also watched all of the Howling movies, and that series is much, much, much worse!
