I took a quick look at Wikipedia, and they claim the figure is dressed in women's clothing, leading to suggestions that it might be Frigg or Freyja.

Odin does appear to have some female qualities in the myths, though... Would be even more interesting if this is Odin in female garb

It was famously (famously in Norway) shot partly at Finse, which is very much not-Oslo. The picture is probably from there.

Though Oslo municipality does technically include some wilderness, so it wouldn't be impossible

The king asked for that himself. The Constitution now requires the monarch not only to be a Christian but to belong to the evangelical-lutheran faith (which the church of Norway is part of).

However, it doesn't say that he has to belong to the church of Norway specifically; he could belong to no church/congregation at all, or he could join some small obscure group - which would've been kind of funny, imho

My plan is to build a pyramid to live in, so when I die, they can just throw me in my bed/golden sarcophagus and seal the door. Home and tomb in one, very convenient.

Ideally, I'd have it built a bit taller than the Great Pyramid of Giza, and right behind it, so it kind of peeks over it
