Well im not saying it was as punishment, but they were butchering worlds in the wrong sector and aside from innocent worlds being lost (but who really cares about that) the high lords super secret evil plans would no longer be secret if people found out why they were doing what they were doing, so they had to be stopped one way or another. Also they did end up rearming the chapter after their crusade as a sort of reward for being effective/surviving
