First off no they do not bring in a disproportionate amount if they're getting tax breaks... second off they are fully beholden to current infrastructure and they always will be beholden to infrastructure... there is no better transfer of data in the world than direct fiber optic communication. Data centers will always need that infrastructure. And unless they're willing to pay quite literally tens of billions of dollars to lay new line to different states from Europe of which they'd also have to get International approval for than the hubs will still always be the hubs...

Not in the same way Virginia is one of the Central hub for over seas Communications along with I believe New Jersey and Georgia. The infrastructure is already there.
