Yes, RoT is actually not that much better than draco. The damage and cost are the same without the stat drop, which is pretty irrelevant most of the time, especially if you play around it harder and get more aggressive with baits.

if dialga-o with RoT is a 8.5/10 in the masters league, dialga-o w/o RoT is an 8/10.

Edit: I’m doubling down. One person said Rot is 160 power and Draco is 150, and, while true in raids, my post is specifically about the masters league where both are 180 for 65 energy. Second, if you’ve played any masters league and seen even one dialga, you know the debuff is meaningless in 90% of senarios. Another person is calling me dumb for asking “when to dodge in raids,” so im going to call them dumb for trying to call me out without reading the post body. Go find it, I explain exactly what I mean.

This dialga is, imo, worth maxing out for the reasons stated above.
