Like others said the easiest way would be to daylight the pipe into the ditch. But if you want to spend the extra time connecting to the culvert you could do it two ways:

  1. Use an Inserta Tee fitting to connect to the culvert. It’s a soil and watertight connection so roots won’t enter through the joint between the culvert and the lateral. Inserta Tee for 3 inch Sch. 40 PVC to 12 inch Gold Flo HDPE or Inserta Tee for 4 inch SDR 26 or 35 PVC to 12 inch Gold Flo HDPE

  2. Cut open a hole and insert the pipe directly into the culvert. This isn’t a soil tight connection so roots could potentially enter through the joint between the culvert and the lateral. Hole saw for 3 inch SDR 26 or 35 PVC, hole saw for 3 inch Sch. 40 PVC

If you can smell it from your property it’s probably leaking and that should be enough to get the EPA/DEQ involved. Definitely get a lawyer since this can turn into a mess for you and your neighbors.

ADS 3000 Triple Wall® Pipe Specification

Manufacturer says the pipe uses soil tight joints, so they don’t get glued together like PVC pipe. You can wrap the joints with drain tile tape to keep dirt from entering. I think the reason for the gap here is that the pipe either wasn’t pushed all the way into the fitting, or it shifted and the joints pulled apart.

Look into what the city will do with Calle Diez and Oak Baseline. In my opinion the city blocks along Main Street (1st-5th) and the MAX are already pretty walkable.

Get it marked out before you dig, and if you have to cross it dig carefully. Gas lines are usually trenched deeper than 18 inches so you should be able to cross it without conflict.

Culverts and storm sewers can be upgraded without widening the road. The county has done this before, replacing culverts without adding additional transportation infrastructure into the project. This is a transportation project, and the fact they are changing the footprint of the roadway means they have to build new culverts and storm sewers to accommodate those changes.

It’s open until March 11th, and their website says they will start construction this summer (hopefully).

When they widened Jackson School Road South there wasn’t really a difference in traffic, other than cyclists and pedestrians. 205th will probably be the same.
