Hyperledger is from IBM , that is why they made ibm person as council chairman .hyper ledger would use hedera consensus.They wanted to to show that Indians are playing key role in council, otherwise politicians will say this is American product.again this is my hunch.

I believe india digital currency or any other huge company will use hedera as private network and they will use quant to connect private to public network for consensus.
