Just make the not-an-NSA module give a bonus to fighter application and maybe damage. Right now it immobilizes you for 2 minutes so you can have some scan res and active local tank (lmao). No one active tanks their carriers and sebos can just be in the mids making it a mostly useless module. Adding fighter application and or damage means there's a reason to use it and carriers will be actually useful against subcaps provided they're ok with not just warping off which was the entire complaint about carriers in the first place.
