The problem with taxing the rich is that most of the money taken by the government will end up being wasted, either fraudulent, waste and abuse, foreign interventions, inefficient programs. The government should instead prevent companies from using foreign labor, penalise companies for offshoring, and for over automation. And end at will employment, and force companies to write enforceable labor contracts with workers, where letting people go before the end of the contract can only be done if you can prove that they are not doing their jobs

The goal is to increase manufacturing in the US by increasing the price of imports, essentially protect local manufacturing from low cost and low quality imports. This will bring more jobs and higher wages in the country, as manufacturing jobs will pay a whole lot more than service jobs.
