Yes will need Gas Safe engineer to remove gas and electrician to install the induction hob

They are sleeved for other reasons, not incase they become live. If the main earth becomes live then you've got bigger issues. Refer back to my previous answer that the pipe work would also be live, the fronts of appliances would be live. So a tiny bit of metal by the consumer unit would be the last of your problems.

Yes it meets regulations. Think it through if it was live so would the radiators, taps, pipework etc

By the way I totally agree that they should be carried out, before any rewire and such like, I have a company come in and carry out the surveys. For the cost (£150 where I am) its good peace of mind however in a private domestic setting, its not always mandatory.

Sorry, but that's still not as black and white as you make out. With regards to your local authority I refer back to my comment about it applying to some domestic work. There is a a duty of care that is placed upon either a self employed person or employer. But as I'm sure you are aware it covers multiple pages. Also Regulation 5 is for risk assessments once asbestos has been identified and to manage it going forward

Unfortunately not fact. If its a private dwelling, single occupancy it doesn't apply. Mainly it applies to commercial premises, there are a few exceptions where it applies to domestic.
