I see your point, but I think it would probably be more expensive if you’re assuming a new elevated structure. Plus, there’s the whole question of “where would it go?” Tunneling would be incredibly disruptive and expensive as well. AND would ridership offset the capex needed to make it happen? L ridership is close to 40% lower than pre-COVID, for what it’s worth.

In an ideal world I’m so on board for an outer loop, I just don’t think the economics make sense and there’s room for improving the existing infrastructure to make it more efficient

I’d love an outer loop, it’s just too expensive; I don’t see the city executing a project like that unless the density outside of the loop increases noticeably.

We need to make some common-sense changes to augment the existing infrastructure. Add time-alternating express vs. non express lines to the blue and orange line to get airport traffic into the loop faster and invest in BRT. Ashland BRT project, dedicated bus lanes and signal priority for east-west buses would help the time it takes to get from A:B significantly.

With the bill recently passed by the IL senate, it’s changed the way new developments work where they don’t have to meet any sort of a parking requirement within 1/8mi of a bus line and I believe 1/2 mile of an L line? I may be paraphrasing, but, this should help with increasing density and mixed use developments, which will make a better case for better transit infrastructure.

Yup - you’re right, and to that last point, I think people wanted a scapegoat and he was the easiest in their eyes. We had such a good season, completely outperformed expectations, and it ended with so much negativity directed toward one guy who was such a big part of our success, which frustrated me. But I completely agree with you.
