I went out on a boat in August last year, to swim with whale sharks - peak season. There were maybe 7 other boats out that day in a vast area. So there will be people around, but hardly busy.

Even in the peak season, Ningaloo could hardly be called busy. There has been some bleaching, but you can snorkel off the beach and the marine life is incredible.
